Scheme for re-imbursement of expenditure as a Financial Assistance to Mine and Beedi Workers for kidney Transplantation etc.

 

Introduction  
The scheme contemplates to provide reimbursement of the expenditure to the worker or to the Hospital Authorities where the bonafide Iron, Manganese Ore and Chrome Ore Mine, Limestone and Dolomite Mine, Beedi workers and Cine workers and their dependents who undergo Kidney transplantation or allied treatment.

 

How to apply
Mine/Beedi/Cine worker or his dependent who undergoes treatment in a recognized hospital for Kidney transplantation or allied treatment shall seek permission from/inform the concerned Welfare Commissioner before getting admitted in the hospital by submitting an application along with the recommendation of the Medical Officer to the Labour Welfare Organisation certifying that the patient required specialized treatment in a Hospital. (to be specified).
The request from the worker should be submitted in Form  A and the request for reimbursement of treatment charges and subsistence allowance etc. should be submitted in Form B.
The actual expenditure on the following items as charged by the hospital authorities in respect of beds in General ward should be computed by the Welfare organisation for the purpose of determining. The amount payable is:
1. Hospital charges including diet etc.
2. Charges for dialysis.
3. Expenses for pre and post operation check ups. Donor‟s charges for the Kidney shall also be taken into account. Financial assistance not exceeding actual cost or Rs.2, 00,000/- whichever is less may be paid.

 

Eligibility
 (i)A bonafide Mine/Beedi worker who has put in at least three years continuous service in mine, beedi establishment and draws wages not exceeding Rs.10, 000/- per month on the date he reports with Kidney ailment to Medical officer of Labour Welfare Organisation shall be eligible to get benefit under the scheme. Wife/Husband solely dependent and un-married children up to the age of 21 years and parents full depend out on the entitled worker shall be eligible for the benefits except the subsistence allowance.

 
(ii)The workers who are eligible for re-imbursement from their employers shall not be eligible for re-imbursement under this scheme and every claim for reimbursement shall be accompanied by a certificate from the employer that the claimant is not eligible fore re-imbursement from the employer.

Subsistence Allowance:
4. The subsistence allowance @ Rs.600/- p.m. when the worker has no dependent or has one dependent and Rs.750/- shall be paid to the worker undergoing treatment after the kidney transplantation is over for the period of actual treatment or for a period not exceeding nine months whichever is less provided he has not been paid any wages during the period for which subsistence allowance is claimed. This period can further be extended at the discretion of the Welfare Commissioner in respect of deserving cases on the recommendation of the Surgeon under whom the patient has been taking treatment.

 

Conveyance Charges:
5. Actual second class Rail/Bus fare from the place of residence of the patient to the hospital and back by shortest route shall be reimbursed in respect of journeys certified as necessary by the hospital authorities‟ concerned. The Attendant who accompanies the patient shall also be entitled to the benefit if it is certify by the concerned Medical Officer that the Attendant‟s services were necessary and that he or she had accompanied the patient.

 

Scheme of expenditure
6.Welfare Commissioner, Labour Welfare Organisation shall sanction all the benefits under the scheme and incur the expenditure in the sub-head Health-Other Charges after due verification.
