Scheme for financial assistance for the purchase of motor vehicles for the transportation of iron ore, manganese ore and chrome ore and limestone and dolomite mine workers from their residence to the place of duty and back.
1.The scheme seeks to
give assistance to the Mines Management for provision of transport facilities
to the Iron Ore Manganese Ore And Chrome Ore And Limestone And Dolomite Mines
workers from their residence to the place of duty and back keeping in view the
comparatively under developed public transport system as well as the general
backwardness in the areas.
2.The number of mine
workers to be benefited should not be less than 50 in case of a Normal
Bus and 25 in case of a Mini Bus. The executives of mines will not be
eligible for this facility.
3.The management will
submit the proposal to the welfare commissioner who will examine the same and
will place before the State Advisory Committee. If recommended by the State Advisory
Committee, the Welfare Commissioner will send the same to the Ministry with his
recommendations. The Ministry will examine and sanction the proposal if
considered fit in consultation with Internal Finance.
4.On having clearance
from the Ministry, the Management will purchase a new bus or mini bus, as the
case may be, and the entire cost will be borne by the Management in the first
instance.
5.On receipt of the application
submitted by the Management, the Welfare Commissioner will release Financial
Assistance to the Management. The financial assistance shall be limited to 75%
of the actual cost or 7,00,000 /-(Rupees Seven Lakhs ) for a normal bus (whichever is less) and 75% of the actual cost or 5,00,000 /- (Rupees Five Lakhs ) for a mini bus (whichever
is less). The welfare commissioner will satisfy himself that the purchase of
the bus and the expenditure incurred thereon is in order. No subsidy will be
payable for second hand bus or mini bus purchased or otherwise obtained for use
as a bus.
6.Before releasing the
financial assistance, the Management will enter into an agreement with the Welfare
Organization incorporating the terms and conditions under which the buses would
be placed at the disposal of the mine management. The vehicle will not be utilized
for purposes other than for which it is sanctioned.
7.It will be the
responsibility of the Management to run and maintain the vehicle at its own
cost and no assistance other than that mentioned in clause 5 above will be paid
out of the Welfare Fund.
8.Not more than 20 vehicles
(inclusive of large or mini buses) will be sanctioned by the Ministry during
one financial year for Motor Vehicles for transportation of mine workers for
all regions together relaxable in exceptional circumstances by the Secretary (Labour)
in consultation with the Financial Adviser.

i.
Whereas the Iron Ore
Mines, Manganese Ore Mines and Chrome Ore Mines Labour Welfare Fund /
Limestone and Dolomite Mines Labour Welfare Fund and Mica Mines Labour
Welfare Fund Advisory Committee for (State) has approved the proposal for
supply of a vehicle for providing transportation to the Iron Ore Manganese Ore
Mines Chrome Ore Mines / Limestone and Dolomite Mines and Mica Mines Workers
employed by the employer in accordance with the provisions contained in section
2 (h) of the Iron Ore Manganese Ore Mines, Chrome Ore Mines Labour Welfare Fund
Act, 1976, section 2(d) of the Limestone and Dolomite Mines Labour
Welfare Fund Act, 1972 and Section (2)(a)(v) of the Mica Mines Labour
Welfare Fund Act,1946.
ii.Whereas in pursuance
of the said recommendation the Government of India has approved by the proposal
for the purchase of a motor vehicle viz. Normal Bus / Mini Bus.
iii.And
whereas the
government of India has agreed to reimburse the employer 75% of the actual
purchase price or a sum of Rs. 7,00,000 /- in case of Normal Bus / a sum
of Rs. 5,00,000 /- in case of Mini Bus, whichever is less.
iv.
And whereas the
employer has purchased a new motor vehicle, particulars whereof are contained
in the schedule approved hereto and hereinafter referred to as the Said vehicle.
v.Now therefore in
consideration of the premises, it is hereby placed on record that the Government
of India has reimbursed to employer an amount of Rs. _________ towards the cost
of normal bus / mini bus subject to the following terms and conditions :-
a)the said vehicle shall
be used exclusively to provide transport to the Iron Ore Manganese Ore Mines,
Chrome Ore Mines / Limestone and Dolomite Mines and Mica Mine Workers whether
employed departmentally or otherwise but excluding the supervisory staff of the
management.
b)On the body of the Bus
the following words will be painted in bold letters Aided by the Labour
Welfare Fund Organization in English or in a local language understood by the
population of the Region.
c)That the essential
particulars namely the registration, insurance and history sheet of the vehicle
shall be maintained and produced by the employer for inspection on demand by
the executive officers of the Iron Ore Manganese Ore Mines, Chrome Ore Mines /
Limestone and Dolomite Mines and Mica Mines Labour Welfare Fund Organization.
d)That the said vehicle shall not be
disposed of encumbered or utilized for the purpose other than for Iron Ore
Manganese Ore Mines, Chrome Ore Mines / Limestone and Dolomite Mines and Mica
Mines Workers.
e)That M/s ________________________
shall at its expenses maintain and keep the vehicle in good working orders and
shall bear full cost / charges and expenditure on its running and maintenance
including repairs, insurance and staff.
f)That any particulars which the executive
officers of the Iron Ore Manganese Ore Mines, Chrome Ore Mines / Limestone and
Dolomite Mines and Mica Mines Labour Welfare Fund for _________ may require from
time to time for the proper discharge of their responsibilities with regard to
the satisfactory maintenance and proper use of the said vehicle shall be duly
and promptly supplied by the employer and for the verification of which
necessary facilities for inspection shall be afforded.
g)It is further declared
that in the event of violating any of the above mentioned conditions the
employer shall be liable to pay to Iron Ore Manganese Ore Mines, Chrome Ore
Mines / Limestone and Dolomite Mines and Mica Mines Labour Welfare Fund Organization
the entire amount paid to him as grant-in-aid for the purchase of said vehicle
along with penalty, interest thereon as fixed by the Central Government from
year to year in respect of the advance given by the Central Govt. to their own
staff for purchase of vehicles.
