Scheme to provide facilities for the treatment of mine/beedi/cine workers suffering From mental diseases

 

The Scheme contemplates to provide medical facilities to Mine/Beedi/Cine workers and their family members suffering from mental diseases, as under:-

(
1) Medical Treatment: -
Monthly expenditure of Rs. 180/- per patient for getting them admitted to the Mental Hospital/Mansik Arogyashala in III class Government beds and at Rs. 900/- per patient per month for 3rd class Independent category beds. The treatment will be limited for a period of six months only in the first instance and for a period of another six months if the Superintendent of the Mental Hospital certifies in writing that the patient is likely to recover completely during the second period of six months. The charges would be payable in advance to Hospital authorities every three months.

As soon as the first period of six months is over and if it is felt that the patient is likely to require treatment for a prolonged period exceeding another six months, efforts should me made to secure admission for him in the Mental Hospital/MansikArogyashala on a free bed so that immediately on the completion of one year, he may be transferred to the Mental Hospital / MansikArogyashala. If a free bed is not available efforts should be made to secure a class III paying beds at Mental Hospital / MansikArogyashala. Pending admission in the Mental Hospital / MansikArogyashala, either on free or on paid beds, such patients may be allowed to continue to get treatment beyond one year at the Hospital for Mental diseases, on beds at the concessional rate of Rs. 180/- only per bed per month to be obtained in consultation with Director of Health Services of the State Government.

(2) Subsistence allowance:
Payment of subsistence allowance subject to a maximum of Rs. 750/- p.m. for a period not exceeding nine months to dependents of miners undergoing treatment there the miner patient happens to be the only earning member of the family and he has no other source of income.

(3) Railway Fare: -
Payment of single second class railway fare from the place the patient is sent to the Mental Hospital and back by the shortest route, or
Road Mileage: - Payment of road mileage at the rate admissible to Class IV employees of the Central Government in respect of both outward and return journey by the shortest route.

(4) Diet Charges: -
A payment of Rs.25/- (Rupees twenty five only) per day for outward and return journeys, if performed on two different days.
 

(5) Payment to Attendant: -
Where the Medical Officer concerned certifies in writing that it is necessary that an attendant should accompany the patient, single 2nd class railway fare and road mileage as for the patient shall also be paid for the attendant accompanying the patient. Diet charges as for the patient shall be paid to the attendant.

Eligibility:
A worker who has put at least minimum period of 6 months continuous service in Mine/Beedi Establishment with 50% attendance and drawing a basic pay not exceeding Rs.10,000/- p.m. shall be entitled to the above facilities of free treatment for Mental diseases and the monetary benefits. Wife and unmarried children upto the age of 21 and parents fully depending on the entitled workers shall also be afforded the free treatment facilities and the monetary benefits.

An application (in duplicate) in the prescribed form for admission in the reserved beds will be made through the Mine/Beedi Manager/Owner to the Medical Officer of the Organisation. The Medical Officer will examine the patient and decide about the necessity or otherwise for admission of the patient to a Mental Hospital/MansikArogyashala. A copy of the application along with his remarks will be forwarded by registered post by the Medical Officer to the Welfare Commissioner immediately.

A register in the prescribed form will be maintained in each hospital where patients are admitted under this Scheme, giving details of the Mine/Beedi/Cine Worker seeking admission. Where admission has not been granted, reasons therefore will also be given.

In the event of discharge without fully recovery of the patient or transfer to other hospital for any reasons whatsoever the Medical Officer of the Mental Hospital/MansikArogyashala will arrange to give information to the Welfare Commissioner within 48 hours of such transfers or discharges.
