National Institute for Career Service(NICS)

1. Introduction

National Institute for Career Service (Erstwhile Central Institute for Research and Training in Employment Service) under Directorate General of Employment, Ministry of Labour & Employment. The institute was set up in October, 1964 The NICS was emanated out of the realization that the efficiency of the Employment Service depended on well trained officers as well as constant research in to the Labour and Employment Market. The Institute was later expanded in 1970 with additional function of publishing career literature and again in 1987 with added responsibility of dealing with the matters for promotion of self-employment. NICS is also having a Model Career Centre (MCC) under National Career Service(NCS) project. NCS project envisages for setting up of 200 MCCs across the country (100 in first phase and another 100 in second phase)) to deliver employment services. The Career Centres serve as a platform for addressing all career related needs of the youth and students seeking counselling and employment. The main features of MCCs are (a) Promotion of NCS portal among multiple stakeholders viz. job seekers, employers, counsellors etc. (b) Guidance and Counselling service to job seekers for NCS registration and (c) Plan and organise Job Fairs.

2. Mandate

  • Organizing Training Programmes for Employment Officers working in various States / UTs.
  • Conducting Research in to the matters concerning to National Employment Service. 
  • Preparation of Career Literature on various occupations and careers for the benefit of Employment Officers, Vocational Guidance Officers, Students, Job Seekers, Unemployed Youth, etc.
  • One of the Model Career Centres of National Career Service Project is also functioning within this institute. 
  • NICS has been declared as Nodal Institute for Capacity Building under National Career Service Project (NCSP) which is a mission mode project of M/o Labour and Employment. As a Nodal institute for capacity building NICS is responsible for imparting training to all stakeholders of NCS project, viz. job seekers, employers, counsellors etc. 
  • NICS is also playing major role in implementing the Young Professional Scheme of M/o Labour and Employment and coordinating the activities of Model Career Centers established at various parts of country under NCS project. A young professional is posted with each MCC and acts as a bridge between the State Government / partener Organisation(Industry Chamber, University etc.) that has set up the MCC and the Ministry of Labour and Employment.


3.Capacity Utilisation:

4.1 National Institute for Career Service is the only national level training institute imparting training to the National Employment Personnel. The institute has been conducting various training programmes on employment related activities for Employment Officers, Career Counsellors and Vocational Guidance Officers etc. of various States/UTs.  In addition NICS being nodal institute for capacity building training programmes under the National Career Service Project (NCSP), Capacity Building programmes for various stake holders like Career Counsellors, Employment Officers, Employers, Students/ Job Seekers, Placement Agencies, NGOs working in the field of Employment are also being organised.  The following are the various training programmes 

  • Induction Training Programmes for Employment Officers.
  • Refresher Training Programme for Employment Officers on Employment Market Information.
  • Refresher Training Programme for Employment Officers on Vocational Guidance and Self Employment.
  • Capacity Building Programmes for Employment Officers on Career Counselling.
  • Induction training programmes for Young Professionals
  • Refresher training programmes for Young Professionals
  • Capacity Building programmes for various stake holders on National Career Service Portal(ncs.gov.in

4.2.    The Young Professional scheme of NCSP is also being monitored by NICS Noida, which includes YP Recruitment, conducting induction training Programmes for Young Professionals, Monitoring the work performance of Young Professionals, their contract extensions, disbursement of YPs remuneration etc.
4.3.    Monitoring of the activities of Model Career Centres established in various States/UTs. Is also being done by NICS. This includes generation of various MISs.
4.4.    NICS has also undertaken Preparation and development of Career literature for the use of Employment Officers/Employment Exchanges, Job-seekers etc.
4.5.    Regular workshops, seminars etc. are being organised for the stakeholders of National Employment Service/National Career Service viz. Employers, Government organisations, NGOs, private placement organisations and functionaries of NYK.
4.6.    Job-fairs and placement drives are regularly being organised at the centre for the benefit of both job-seekers and employers.
4.7.    The centre regularly organise career talks in various schools, ITIs, colleges for the benefit of students.
4.8.    It regularly organise career counselling sessions at its centre for helping the students for developing their career path.
4.9.    Free Employability training are also being conducted at this centre in association with various employers (like Tata Consultancy Services, Classi Stripes Private Limited etc.) for enhancing the employability of Job-seekers

4. Programmes conducted during 2016-17, 17-18 and 18-19:

  • During 2016-17, NICS organised various training programmes for Employment Officers, Career Counsellors, Vocational Guidance Officers and Young Professionals. Around 610 officers attended the training programmes
  • During 2017-18, NICS organised 37 training Programmes and around 800 officers attended the training programmes 
  • During 2018-19 ,NICS organised 20 training Programmes and around 400 officers attended the training programmes 
  • Since the establishment of the Model Career Centre in the Institute (in 2017) 16 Job fairs, 66 career counselling sessions, 3 workshops for employers, 5 free employability training etc. were organised apart from regular activities of jobseeker registration and co-ordination of employer’s registration.
