Preface


                   In the vibrant tapestry of India’s growth and progress, the Ministry of
                   Labour & Employment stands as a beacon, safeguarding the rights and
                   interests of the working people. As one of the oldest Ministries of the
                   Government of India, our mission has been to protect the vulnerable,
                   empower the disadvantaged, and foster a conducive work environment
                   that drives productivity. In this pursuit, we recognize the importance of
                   evolving landscape of our interconnected world and the imperative need
                   for synergy among diverse verticals and organisations of our Ministry.

                   This document signifies a pivotal moment in our journey. It embodies
                   our commitment to convergence — a process that encapsulates the spirit
                   of collaboration, integration, and shared purpose. Convergence, in our
                   context,  means  the  harmonious  amalgamation  of  efforts,  knowledge,
                   and resources across various verticals within the Ministry of Labour and

                   the  different  verticals  of  our  Ministry.  These  include:  the  Directorate
                   General  of  Employment  (DGE),  Chief  Labour  Commissioner  (CLC)
                   (Central), Directorate General Factory Advice Service & Labour Institute
                   (DGFASLI), Labour Bureau, Directorate General of Mines Safety (DGMS),
                   Directorate  General,  Labour  Welfare  (DGLW),  Employees  Provident
                   Fund  Organisation  (EPFO),  Employees  State  Insurance  Corporation
                   (ESIC), Dattopant Thengadi National Board for Workers Education and
                   Development  (DTNBWED),  and  V.V.  Giri  National  Labour  Institute
                   (VVGNLI), each of which plays an unique role in shaping the labour
                   landscape of our nation. This document underscores how their collective
