3.2 Directorate General of Labour Welfare (DGLW)
Directorate General Labour Welfare deals with the matters concerning policy and
legislation related to workers in the unorganised sector and administration of
welfare funds for specified categories of workers through eighteen regions headed
by Welfare Commissioner. The Directorate is headed by Joint Secretary (Labour
& Employment) cum Director General of Labour Welfare. The organisation also
administers various Labour Laws and Schemes some of which are following

• The Contract Labour (Regulation & Abolition) Act, 1970
• The Building and Other Construction Workers (RE&CS) Act, 1996
• The Inter-State Migrant workmen (Regulation Employment & Condition
of Services) Act, 1979
• Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM) Yojana
• National Pension Scheme for Traders, Shopkeeper and Self-Employed
Persons (NPS- Traders)
• eShram Portal (National database for Unorganised Workers)
It also takes care of Welfare measures for Health, Housing & Education by
providing benefits of labour welfare schemes to the Unorganised Workers
namely: Beedi, Cine & Non-Coal Mines Workers.
