3.3 Directorate General of Employment (DGE)
The Directorate General of Employment (DGE) is the apex organisation for
development and coordination at National level for the programmes relating to
National Employment Services. DGE is an attached office of Ministry of Labour &
Employment and located at New Delhi. DGE is headed by Additional Secretary
(Labour & Employment) and Director General of Employment. The employment
service is operated through a countrywide network of Employment Exchanges
which functions under the administrative control of the State/UT Government.
Development of these programmes at national level, particularly in the area
concerning uniform policies, standards and procedures are the responsibility of
the DGE. The main projects of DGE are as follows:
3.3.1 National Career Service (NCS)
National Career Service (NCS) Portal of the Ministry of Labour and Employment
was dedicated to the nation by Hon’ble Prime Minister on 20 July 2015. The

NCS portal is not only a job portal it is a complete career development portal
for the jobseekers of the country. The portal has evolved by way of various
integrations with the Government as well as the private portals, launching of
online employability trainings on digital skills and soft-skills apart from the
career related assistance like career counselling, vocational guidance, organising
online and offline job fairs etc.
NCS portal is integrated with 28 State employment portals, while 7 States/ UTs are
directly using NCS portal. The NCS Portal has also been integrated with eShram,
Udyam and Skill India Portal (SIP) along with many private job portals.
3.3.1.1 National Career Service Centre (NCSC) for SC/ STs
Directorate General of Employment is implementing the scheme “Welfare of SC/
ST jobseekers” through the network of Twenty-five (25) NCSC for SC/ STs across
the country. The objective of the scheme is to enhance the employability of SC/ST
jobseekers through vocational guidance, career counselling, computer training,
pre requirement training etc. These centres conduct outreach programmes like job
fairs, career talk and group guidance activities in various educational institutes
for channelising the job seekers in appropriate vocations. Market driven O-Ievel
software, Computer Hardware Maintenance, Office Automation Accounting and
Publishing Assistant, Computer Application Business Accounting Associate and
Cyber Secured Web Development Associate training are imparted to jobseekers
through NIELIT with a view to prepare them to meet the demands of the
labour market. A special coaching programme is also run through local training
institutions to prepare SC/ ST jobseekers for the competitive examinations. In order
to build confidence among SC/ STs jobseekers confidence building programmes
and pre recruitments training are organised for facilitating SC/ STs jobseekers’
entry into the world of work.
