3.3.4 Job Description of Officers of DGE
I. Officers of DGE hqrs
• Deputy Director General (Employment): Acts as Head of Department
(HoD) of DGE and supervise work of all officers of DGE. Designated
as Project Director of National Career Service Project. Deals with policy
making, its implementation and administration work related to DGE.
• Director of Employment: Supervisor to Joint Director and Deputy Director
level officers. Coordinate the work of Employment Service in States/
UTs and convene Working Group of the National Employment Service
to plan and formulate programmes for expansion and development of
National Employment Service in consultation with State Governments.
Responsible for the codification of instructions and for formulating
procedures according to the policies agreed upon by the Central and State
Governments. To advise the State Directors on technical matters referred
to it from time-to-time.
• Joint Director of Employment: Acts as supervisor to Deputy Director
level officers and look after work related to National Employment Service;
National career Service (NCS), National Employment Policy; Reports on
Employment & Unemployment; EE (CNV) Act, 1959. Responsible
for works of Occupational Information and National Classification of
Occupation; Psychological & Trade Testing; Monitoring works of Guidance
Services, UEI&GBs in the country & VG Units attached to Employment
Exchanges. Responsible for imparting training to officers of the Employment
Service and develop tools and techniques for better implementation of
National Employment Service programmes, administrative and technical
works and activities of the NICS/ NCSCS for SC/ST / NCSC for DA as
Head of the office.
• Deputy/Assistant Director of Employment: Handles work related to policy
and procedure of Employment exchanges, National Employment Policy;
Reports on Employment & Unemployment; labour market information;
matters pertaining to EE (CNV) Act, 1959, matters of NCSC for DA and
NCSC for SC/ST & NICS. Providing guidance/training to the officials of
State Directorates of Employment in the methodology & techniques of
conducting research studies; organizing training in the field of vocational
guidance & career counselling. Technical Evaluation of Employment
Exchanges in collaboration with State/UT Governments.
