                3.4  Directorate General Factory Advice Service & Labour
                      Institutes (DGFASLI)

               The Directorate General Factory Advice Service & Labour Institutes (DGFASLI)
               is an attached office of the Ministry. It functions as a technical arm of the Ministry
               in matters concerning Occupational Safety, Health, and Welfare of workers in
               factories  and  ports.  It  assists  Central  Government  in  formulation/  review  of
               policies and legislations on occupational safety and health in factories and ports,
               maintains liaison with Factory Inspectorates of States and UTs in regard to the
               implementation and enforcement of the provisions of the Factories Act, 1948.
               DGFASLI also renders advice on technical matters, enforces the Dock Workers
               (Safety  Health  &  Welfare) Act,  1986,  provides  training  mainly  in  the  field  of
               industrial safety and health including one year Diploma Course in Industrial
               safety, three months Certificate course in in Industrial Health (Associate Fellow
               of Industrial Health – AFIH), One month certificate course in safety and Health
               for supervisory Personnel working in hazardous process industries.

               DGFASLI has its Headquarters in Mumbai and has five labour institutes viz.
               Central  Labour  Institute,  Mumbai  and  four  Regional  Labour  Institutes  (RLIs)
               located in Chennai, Faridabad, Kanpur, and Kolkata. It also has 11 Inspectorates
               of  Dock  Safety  at  11  major  ports  of  India  viz.  Kolkata,  Mumbai,  Chennai,
               Visakhapatnam, Paradip, Kandla, Mormugao, Tuticorin, Cochin, New Mangalore,
               and Jawaharlal Nehru Port. The labour institutes provide training mainly in the
               field of industrial safety and health to the workers, supervisors, safety officers,
               occupational health specialists, State factory inspectors, etc. Whereas Inspectorates
               of Dock Safety to enforce the Dock Workers (Safety Health & Welfare) Act, 1986
               and rules/ regulations framed thereunder.
