                5.4  SOP  4:  SOP  for  Outreach  activities  for  Organised  and
                      Unorganised Sectors

               I.    Purpose & Introduction

               The  purpose  is  to  create  an  “all-inclusive  service”  reach-out  programme  for
               the beneficiaries of MoLE who may have a limited reach to the services of the
               Ministry on account of lack of knowledge, will, logistics, time, money etc. The
               idea is to bring a paradigm shift in the approach. To expand convergence efforts,
               specific extensions are proposed for both organised and unorganised sectors:
               II.   Scope

               It applies to all verticals including subordinate/ attached/ autonomous bodies of
               the Ministry.

               III.   Responsibilities
               •     The  Monthly  outreach  plan  would  be  already  finalised  in  the  monthly
                     meetings.
               •     EPFO  shall  organize  the  outreach  programs  every  month  through  its
                     ongoing  ‘Nidhi  aapke  nikat’  program.  The  nodal  officer  of  EPFO  shall
                     coordinate the activities.

               •     For  Unorganised  Sector,  DTNBWED  will  take  lead  in  organising  event
                     under the Shramik Chaupal format. During the event, workers shall be
                     guided  to  register  for  E-Shram,  PMSYm  and  other  relevant  programs.
                     They shall be guided regarding the various benefits and schemes that they
                     may be eligible for enrolment. They shall also be guided on registration for
                     NCS for seeking jobs an skilling programs for any skilling need.
               •     In absence of DTNBWED, DGLW/ CLC office may take lead. The nodal
                     officer of DTNBWED shall coordinate the activities.
               •     All the verticals to have their standees/ pamphlets made for the event.
               •     Participation of the State Government Labour Department should also be
                     ensured.
               IV.   Specific Procedure
               t)    Organised Sector: In the organised sector, a joint calendar for activities,
                     such as ‘Nidhi Apke Nikat,’ should be created. This joint calendar will
                     help  synchronise  efforts,  avoid  overlaps  and  maximise  the  impact  of
                     initiatives. For Organised Sector, EPFO will take lead in organising events.
                     Other verticals may also participate in these events as per the requirement,
                     which will be decided by EPFO while organising the event.
