5.3 SOP-3: SOP for Tours by the officers of Ministry/ Bureau
Heads

I. Purpose & introduction
This SOP is for Officers at the level of JS and above from Ministry proceeding on
tour. Effort must be taken to communicate to all verticals about the impending
tour. Ministry has already issued detailed guidelines for inspections by Ministry
officers. The guidelines may be scrupulously followed by Ministry officers
visiting the State/ UT assigned to them.

II. Scope
It applies only to all verticals of the Ministry.

III. Responsibilities
• The touring Officer shall communicate the tour program to all verticals
including subordinate/ attached/ autonomous bodies of the Ministry.
• Necessary information about offices in the State including that specific
location shall be provided by the respective Nodal officers of each
vertical.
• The local contact persons of each vertical shall be provided by the Nodal
Officer.
• The State/ UT matrix for JS and above level officers will be prescribed
separately.
IV. Specific Procedure
a) The touring Officer shall visit maximum number of offices as feasible
during the tour and have a joint meetings of all verticals to review their
performance on certain standard parameters.
b) The touring Officer should also meet the State Labour Secretary and
discuss matters of pending issues relating to MoLE verticals in the State
including, allotment of land etc
c) While visiting the various offices, Officers of all verticals should accompany
the touring Officer.
d) Effort should be made to discuss good examples of coordination between
verticals.
e) The respective verticals would take cognizance of any suggestions for
improvement or action etc in the tour report and take suitable remedial
action.

f) The remedial action would be communicated by the nodal officer to the JS
or above Officer during his next visit, if any, for review.
