1.5.2. Role of Central and State Government in formulation of rules
As “Labour” is in the concurrent list of the Constitution, rules making under the
Codes has been entrusted to Central Government and State Government and
there is a requirement of pre-publication of Rules in their official Gazette for
public consultation.
As a step towards implementation of these Labour Codes, the Central and State
Governments/ UTs (except a few State Governments/ UTs) have pre-published
the draft Rules, inviting comments of all stakeholders.
