3.1 Office of Chief Labour Commissioner (Central) CLC (C):
This organisation also known as Central Industrial Relations Machinery is
responsible for maintaining harmonious industrial relations mainly in the
organizations in central sphere such as Telecom, Oil Fields, Banking and
Airlines, etc. The main functions of the organisation are to maintain harmonious
industrial relations through prevention and settlement of industrial disputes in
central sphere, implementation of awards under The Industrial Disputes Act,
1947, enforcement of various labour laws and rules made thereunder in Central
Sphere. The verification of the membership of the Trade Unions in the central
sphere establishments is also important task of the organisation. The officers of
CLC (C) also perform Quasi-Judicial functions under various labour laws, like
certification of standing orders, issuing of license & registration under CL (R&A)
Act, 1970; the Inter-State Migrant Workmen (Regulation of Employment and
Conditions of Service) Act, 1979, the Building and Other Construction Workers’
(Regulation of Employment and Conditions of Service) Act, 1996.
It is headed by the Chief Labour Commissioner (Central), Head Quartered
at Shramev Jayate Bhawan, Dwarka New Delhi and consists of 20 Regional
Offices across the country. These Regional Offices are headed Dy. Chief Labour
Commissioner(C) & assisted by Regional Labour Commissioners(C), Assistant
