               3.6.2  Job descriptions of field officers of DGMS
               Under the constitution of India, safety, health and welfare of workers employed
               in mines are concerned of the Central Government. The objective is regulated by
               the Mines Act, 1952 and the Rules and Regulations framed thereunder. These are
               administered by DGMS under the Union Ministry of Labour and Employment.
               Apart  from  the  administering  the  Mines Act  and  the  subordinate  legislation,
               DGMS  also  administers  some  other  allied  legislation  including  the  Indian
               Electricity Act.

               Director of Mines Safety (Mining)/Deputy Director of Mines Safety (Mining)

               •     Carryout  the  inspection  and  enquiry  in  the  mines  including  complain
                     enquiry and suggest measures for compliance.
               •     Investigations  into  accidents  involving  fatality  and  serious  dangerous
                     occurrences.

               •     Granting of statutory permission/exemption/relaxation.
               •     Safety promotional initiatives as proactive measures including organization
                     of Rescue Competitions, observance of Safety Week in mines and reviews
                     of Tripartite Safety committies.
               Director of Mines Safety (Electrical)/Deputy Director of Mines Safety (Electrical)
               •     To inspect power station for supplying electricity solely for the purpose of
                     working in mine.
               •     To enquire into the accident coming under the purview of Regulation 9(1)
                     (b) of the Regulations.
               •     To permit use of high tension installations exceeding 650 Volt.
               •     To scrutinize the notices under the rule 111(2) of the Indian Electricity Rule
                     and take action thereon.
               •     Grant  of  permission/approval  of  electrical  installation  and  electrical
                     locomotives.
               Director  of  Mines  Safety  (Mechanical)/Deputy  Director  of  Mines  Safety
               (Mechanical)

               •     To inspect mechanical installation, HEMM and workshop solely used for
                     the purpose of working in the mine.
               •     To  enquire  all  types  of  the  accidents  related  with  Mining  Machineries
                     working in the mines.
               •     Granting of statutory permission/exemption/relaxation related with men
                     riding system, winding and diesel locomotive.

               •     To pay special attention to fire fighting organization at mines.
