3.8.2 Job Description of different posts in ESIC
Financial Commissioner
The Financial Commissioner is the full time Officer of the Corporation, responsible
for the management and investment of funds of the Corporation.
Insurance Commissioner (Hqrs.)
Formulation of policies relating to Revenue, Benefits, HR, Recruitment, ICT,PMD
and other activities of the Corporation.To grant relaxation in benefit and other
matters, coordination with the state Government for implementation and
execution of the scheme, preparation of the agenda for Corporation and Standing
Committee.
Insurance Commissioner (NTA)
Formulation of the policies regarding the training, preparation of Training
Calendar, formulation of the training courses for different cadres of the
officers, overall supervision of the zonal training centers, deputation of the ESI
Officers for training programmes organised by the ILO and other International
Organisations.
Medical Commissioner (Hqrs.)
The Medical Commissioner is the overall incharge of the policy formulation,
execution relating to the Medical Administration, Medical services, procurement,
tie up arrangements, coordination with the State Governments regarding the
delivery of medical services etc.
Zonal Insurance Commissioner
Overall supervision of the Regional Offices, Zonal audit offices, zonal training
institutes, overseeing the implementation of the ESI Schemes in the states of the
respective zones, coordination with the State Governments, setting up of the
new Branch offices, DCBOs, Sub Regional offices, monitoring of the construction
projects and routine administrative matters of Group ‘A’ & ‘B’ officers in the
administrative cadres in the zone .
Zonal Medical Commissioner
Coordination with the State Governments for improvement of medical facilities,
setting up of and monitoring of ESIC Dispensaries, tie up arrangements for the
IPs in the states of the zone, monitoring of the settlement of bills, supervision
of the construction projects of Hospitals, Dispensaries, routine administrative
matters of Group ‘A’ & ‘B’ officers of the medical cadre in the zone.
Regional Directors
He is administrative head of the state responsible for HR management, Revenue
management, delivery of cash benefits, implementation of the scheme in State,
