                3.10  Dattopant Thengadi National Board for Workers Education
                      and Development (DTNBWED)
               The Dattopant Thengadi National Board for Workers Education and Development
               (DTNBWED) (erstwhile Central Board for Workers Education), an autonomous
               body  under  the  Ministry  of  Labour  was  established  by  the  Govt.  of  India  to
               implement  the  workers  education  scheme.  The  DTNBWED  is  committed  at
               achieving the objectives of creating and increasing awareness and educating the
               workforce for their  effective participation in the socio-economic development
               of the society, industry and nation as a whole. It organizes different types of
               training  programmes  for  the  workers  of  organized,  unorganized  and  rural
               sectors at the National, Regional, Unit and Village level with the aim to facilitate
               empowerment process amongst workers. The board extends financial support in
               the form of Grants-in-Aid to the registered Trade Unions and other institutions
               for conducting their own Workers Education Programme.

               The Board has its Headquarters at New Delhi. There are 06 Zonal Directorates
               located at Delhi, Guwahati,  Kolkata,  Mumbai, Chennai and Bhopal to monitor
               and supervise the training activities of the Regional Directorates in the respective
               Zone.  It operates through a network of 50 Regional Directorates and 06 Sub-
               Regional Directorates located at various parts of the country.

               The Board’s activities are carried out at three levels viz.  National,  Regional and
               Unit. The national level programmes are conducted by Board’s Apex Training
               Institute i.e., Indian Institute of Workers Education (IIWE) established in 1970 at
               Mumbai.
               The  Institute  serves  as  an  information  centre  and  offers  specialised  training
               programmes for labour leaders, Trade Union activist. It also serves as a clearing-
               house of information for Regional and Sub-Regional  Directorates  of  the Board.
               It has  research wing for developing methods and tools of  teaching for  workers
               in  the  emerging situation. It conducts in-house training programmes.
