Background and Need for Convergence
Accessing several offices for similar services is challenging for micro-enterprises,
lesser skilled labour, especially contractual, casual or unorganised. As a result,
these groups are not able to avail the benefits of the existing resources, systems,
and schemes.

Illustration B shows that greater convergence amongst the Ministry’s organisations
to build and provide a bouquet of similar services would lead to their seamless
delivery and enhancing ease of doing business for employers. The illustration
below depicts post convergence delivery of services with more optimised
interface and interactions of target groups with the Ministry’s agencies.
The need for convergence can also be argued from the existing policymaking,
implementation and monitoring set up of the Ministry. The Ministry with
its diverse functional areas including policy development, service delivery,
regulatory compliance, research, monitoring, and resource management, is a
vast and complex entity. The Ministry’s divisions and offices need to converge
for attaining the overlapping goal of labour welfare by better service delivery.
The Ministry can leverage data from all functional areas to make more
informed decisions through integration of data across organisations. This data-
