5.2 SOP-2: SOP for Monthly Cross-functional Team Meeting at
each State or UT

i. Purpose & Introduction
Convergence Meeting
The objective of the meetings would be to deliberate on all important issues of
relevance to each Agency/Organization. Meetings play a pivotal role in fostering
collaboration and convergence among verticals. It has been realised that there is
lack of awareness/ exchange of updates among the verticals of MoLE with regard
to new initiatives taken/ launch of new schemes/ benefits/ process changes etc that
may be relevant for the others to know or to receive formal/ informal feedback/
complaints from others.

II. Scope
It applies to all verticals including its subordinate/ attached/ autonomous bodies
of the Ministry.

III. Responsibilities
• Monthly meetings of each State/ UT will be held at different offices of
the Ministry on rotation basis at each State or UT. The first meeting
will be convened by EPFO. If EPFO is not present in that State ESIC
will convene the meeting. For meetings following will be order of
rotation of different offices of the Ministry

o ESIC

o CLC
o DGLW
o DTNBWED*
o DG-FASLI*
o DGMS*
o NCSC -DA or NCSC -SC/ ST*
(* If office is present and feasible)

• All verticals of MoLE will be invited/ represented in this meetings. If any
vertical is located anywhere other than the State/ UT capital then the senior
most officer of the concerned vertical in the State/ UT will be invited.
• The Chair will rotate and the Officer/Head of Office of the Organization
convening the meeting will also be the Informal Chair. The seniority of
the different officers should not come in the way of attending meetings.
